- Apologies for Absence and Declarations of Interest – apologies from Tom Firbank. There were no declarations of interest.
- Minutes of Meeting 31st July 2024 – amendment to 31st July 2024 no 12. Finances – due to a miscalculation in the budget, there is actually approximately £4k left in the account, once committed expenses are taken into consideration, until the end of the financial year, not £880 as stated in the minutes.
- Matters Arising – EW to contact person regarding defibrillator training, everything else covered in the agenda. Action EW

- Report from Police Community Support Officer (PCSO) – not in attendance

The implications for Wiltshire are very serious with an 81% increase in the number of homes that have to be built every year, alongside significant watering down of greenbelt protections.

- New Parish Councillor – Fran Longmore was co-opted as a new Parish Councillor, proposed by EW and seconded by SS.
- Speed limit update – Liz Watts reported that the speed limit changes should be in place by November 2024 now that they have been approved. LW is now looking at the possibility of a virtual pavement and ‘pedestrian in road’ signs between the end of the actual pavement at Pinckney Green and the A363 junction for the bus stop.
- Farleigh Rise play area transfer of land – no update on this. JG to contact to find out what’s happening. Action JG
JG contacted Winsley parish clerk who said costs of owning a play area include mowing, emptying dog poo bins and playground inspections, however main costs were on providing and maintaining the playground equipment and any gates that are required around the site.
There may need to be some tree surveys done, if the PC take over the land at Farleigh Rise, for insurance purposes.
- Pub as a Community Asset – the King’s Arms pub was listed by Wiltshire Council as an Asset of Community Value on 13th August 2024
- Finances – Due to error in calculation there is more money in account until the end of the year than reported at the previous meeting. At the end of August there was £11,067.68. It is estimated that there is approximately £4k left once agreed expenses, such as the road signage, has been taken into account.
£10,000 has been put into a Commercial Instant Access Account with Lloyds Bank to earn interest, £1.10 so far.
Need more bark chippings around Playdale climbing frame at Farleigh Rise. JG to look up previous invoice and get quotes for the same amount. Action JG
- .gov.uk domain – it was agreed to go ahead and use the gov.uk domain for the PC website as recommended by the government for ongoing security purposes. Netwise will also provide an email address for the Chair and the Clerk. This will cost £60 +VAT pa and there’s a one off set up fee of £50. There’s a government grant for £100, so this year it will cost £10. JG to contact Netwise to action this. Action JG
The current gmail address will also be kept due to the number of files stored within it and that it’s currently the contact for many organisations. JG will inform contacts of email change once it’s happened. Action JG
At the last meeting there was some discussion at the expense of £420 (incl VAT) charge by Netwise for hosting the website. JG has started to get quotes for alternative providers from a list that’s been provided by the government. JG to update at next meeting Action JG
- Stiles and access to local footpaths update – nothing to report. EW to contact Cotswold Wardens to see what’s happening about the survey of the steps between the church and Church Farm House. Action EW.
AT said that the footpath down the avenue will be fenced this winter. There’s also a lot of ash dieback in the woods which will also need be cleared.
- Work for the Parish Steward – leaves to cleared around the village as necessary. Also drains to be cleared that have become overgrown and full of debris over the summer. Footpath to dry arch to be cut back if possible. JG to add to Parish Steward sheet. JG to also send PC info on what Parish Steward can work on in the parish. Action JG
- Parish update
Report from Tree Warden – not attending, but Highways have refused permissions for two small trees at the entrance the Broadstones. JG to see if trees could be planted on the grass areas on the road to the right within Broadstones. EW to ask residents about other ideas such as wild flowers at the entrance to Broadstones. Action JG and EW
Football goals Broadstones – AT has started make these, still need painting Action AT
Phone box & bus stop maintenance Agreed to proceed with phone box maintenance with Neil Evans, but bus stop painting to be done by Guy Collins who provided a cheaper quote. AT to organise clearance of vegetation behind the bus stop, so that the back can be painted. JG to contact both Neil and Guy. Action AT and JG
Gutter upgrade in Farleigh Rise – JG and PA went to look at gutters and fascias in Farleigh Rise and took photos. EW has written to Selwood Housing requesting like for like colour replacements (brown for brown), not white where it was brown.
- Correspondence received
- There have been complaints that the zip wire is now too high for children to reach. JG to contact Playdale. Action JG
- Notification has been received that some resurfacing work will go ahead on the lower lane (from the top of Rushmead Lane to its junction with Link Lane) this winter.
- WALC have sent out a list of training opportunities for PC’s. JG to circulate and PC to look if any courses would be useful. Action All
- A renumeration panel from Wiltshire Council will be sending out a survey to PC’s to complete.
- Winter preparations – AT has enough salt and gel sacs, so nothing required. AT also has some flood notices if needed.

- Parish Matters
- Some concern that homes which might be let out through Airbnb, might cause extra cars in the street, which is unsuitable for parking.
- A recent busy church service caused an obstruction with parked cars to vehicles larger than a very small car. JG to contact Church Wardens to remind churchgoers to park responsibly. Action JG
- A small verge at Farleigh Rise will need mowing going forward as the resident is no longer able to mow it. EM to send JG info on where this is and JG to contact Highways to see who is responsible for land. Action EM and JG
- Date of Next Meeting – 23 October 2024 – 7pm in the Village Hall
